| Indiana University trustees approved a 4 percent increase in tuition for Hoosier students in undergraduate, graduate and professional programs at all IU campuses at their regularly scheduled meeting April 2 on the IU Southeast campus. Combined increases in tuition and mandatory fees at IU campuses other than Bloomington range from 3.7 percent to 4 percent.
Approval of mandatory fees for students at the Bloomington campus was delayed until the board’s May meeting so that further analysis of a proposed $30 student fee for intercollegiate athletics can be completed. IU President Adam W. Herbert outlined a two-step process to determine if the fee will be recommended to the board.
Terry Clapacs, athletics director and vice president and chief administrative officer , and Judith Palmer, vice president and chief financial officer, will prepare a report that provides additional analysis of the IUB athletics department deficit, the projected 2004-05 operating budget and revenue-generating strategies to address the structural deficit in athletics.
Herbert also directed Ken Gros Louis, interim senior vice president for academic affairs and Bloomington chancellor, to assemble a committee of the incoming and outgoing IU Student Association presidents, faculty members of the IU Athletics Committee and others to provide input and review the report. Herbert will receive a final report by April 30 and make a recommendation at the May 7 trustees’ meeting.
“There is a need for greater discussion of the proposed fee among members of the campus community before we can make a recommendation to you,” said Herbert. “This will assure broad-based campus input.”
The president said the department’s budget deficit makes the rationale for the proposed fee clear. “But it is essential we have all of the information before a decision is made,” he said.
Tuition increases approved by the board include a 6 percent increase for non-resident students and program-specific increases for non-residents in graduate and professional programs. For example, tuition will increase 6 percent for non-resident students pursuing law degrees and master’s degrees in business administration, public affairs and information sciences in Bloomington; a 9 percent increase will be imposed for students in the graduate law and nursing programs at IUPUI.
Palmer also outlined preliminary budget guidelines for the 2004-05 fiscal year. The proposed salary policy includes increases ranging from 1 percent to 3 percent for faculty and exempt staff. It also offers funding sufficient to provide non-exempt staff earning less than a full-time equivalent rate of $25,000 with a flat increase of $625. Across the university, this special consideration for the lowest-paid employees would provide an effective average percentage increase of 2.6 percent for continuing non-exempt staff. The same distribution will be proposed to the unions that represent employee groups on several campuses.
Palmer said goals of the salary policy are to maintain at least the current ranking among peer institutions, reward high-performing faculty and staff, allocate additional funds for lower-paid employees, provide additional flexibility to address campus budget issues and to help address issues related to salary equity among newly hired and existing faculty.
Tuition and mandatory fees will vary at all campuses. Here is a campus-by-campus rundown:
· IU Bloomington: Tuition for in-state students who enrolled at IU Bloomington before summer 2003 will increase by $189.60, from $4,756 to $4,945.60 or 4 percent. For in-state students new to the campus beginning in summer 2003, tuition will increase by $229.60, from $5,756 to $5,985.60 or 4 percent. Mandatory fees will not be set until May (current mandatory fees are $761.12). For non-resident students who enrolled at IUB before summer 2003, tuition and fees will total $17,530.32; for those who entered beginning in summer 2003, the total will be $18,589.52.

Ken Gros Louis, interim chancellor of the IU Bloomington campus and interim senior vice president for academic affairs, served as moderator at the School of Education in Bloomington during a teleconferenced public forum March 23. Emanating from the IUPUI campus, the forum allowed statewide input to the trustees and president regarding tuition and fees for the 2004-05 academic year. Trustees voted at their April 2 meeting on tuition increases. Combined increases in tuition and mandatory fees at IU campuses other than Bloomington were set between 3.7 and 4 percent.

· IUPUI: Tuition for students enrolled before summer 2003 will increase $174, from $4,351.50 to $4,525.50 or 4 percent. Mandatory fees will increase $21.10, from $551.80 to $572.90 or 3.8 percent. Total tuition and fees will be $5,098.40, a 4 percent increase. For students whose enrollments began after last summer, tuition will increase from $5,151 to $5,356.50, a 4 percent increase. Total tuition and fees will be $5,929.40, a 4 percent increase. For non-resident students, total tuition and fees will be $14,918.90 for those who enrolled prior to last summer and $15,766.40 for those who were new students beginning last summer.
· IU East: Tuition will increase by $144, from $3,618 to $3,762, for in-state students who enrolled before last summer and increase by $165, from $4,117.50 to $4,282.50, for those who enrolled beginning in summer 2003 (4 percent). The mandatory fee will be $318.40, a $3.60 increase. Total tuition and fees will be $4,080.40 for those who enrolled before summer 2003 and $4,600.90 for those who enrolled beginning in summer 2003, a 3.8 percent overall increase. Non-resident tuition and fees will be $10,461.40 for those who enrolled before summer 2003 and $10,990.90 for those who enrolled beginning in the summer of 2003.
· IU Kokomo: Tuition will increase by $144, from $3,618 to $3,762, for in-state students who enrolled before summer 2003 and increase by $165, from $4,117.50 to $4,282.50, for those who enrolled beginning in summer 2003 (4 percent). The mandatory fee will be $348.60, a $3.30 increase. Total tuition and fees will be $4,110.60 for those who enrolled before summer 2003 and $4,631.10 for those who enrolled beginning in summer 2003, a 3.8 percent overall increase. Non-resident tuition and fees will be $10,491.60 for those who enrolled before summer 2003 and $11,021.10 for those who enrolled beginning in the summer of 2003.
· IU Northwest: Tuition will increase by $144, from $3,618 to $3,762, for in-state students who enrolled before summer 2003 and increase by $165, from $4,117.50 to $4,282.50, for those who enrolled beginning in summer 2003 (4 percent). The mandatory fee will be $423.60, a $4 increase. Total tuition and fees will be $4,185.60 for those who enrolled before summer 2003 and $4,706.10 for those who enrolled beginning in summer 2003, a 3.7 percent overall increase. Non-resident tuition and fees will be $10,566.60 for those who enrolled before summer 2003 and $11,096.10 for those who enrolled beginning in the summer of 2003.
· IU South Bend: Tuition will increase by $147, from $3,681 to $3,828, for in-state students who enrolled before summer 2003 and increase by $166.50, from $4,180.50 to $4,347, for those who enrolled beginning in summer 2003 (4 percent). The mandatory fee will be $405.60, a $15.60 increase. Total tuition and fees will be $4,233.60 for those who enrolled before summer 2003 and $4,752.60 for those who enrolled beginning in summer 2003, a 4 percent overall increase. Non-resident tuition and fees will be $11,295.60 for those who enrolled before summer 2003 and $11,825.10 for those who enrolled beginning in the summer of 2003.
· IU Southeast: Tuition will increase by $144, from $3,618 to $3,762, for in-state students who enrolled before summer 2003 and increase by $165, from $4,117.50 to $4,282.50, for those who enrolled beginning in summer 2003 (4 percent). The mandatory fee will be $389.85, a $3.45 increase. Total tuition and fees will be $4,151.85 for those who enrolled before summer 2003 and $4,672.35 for those who enrolled beginning in summer 2003, a 3.7 percent overall increase. Non-resident tuition and fees will be $10,532.85 for those who enrolled before summer 2003 and $11,062.35 for those who enrolled beginning in the summer of 2003.
